Question 712
In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, Lord of the worlds, and may Allah send prayers upon Muhammad and the family of Muhammad, the Imams and the Mahdis, and grant them peace. Peace be upon my master, guardian, and Imam Ahmed Alhasan (a). Some people prevent fishers from fishing in certain areas, claiming that the land belonged to them and the government took it and dug a large public river through it. Do these people have the right to prevent fishing, and do the fishers have the right to fish? Question transmitted by Abu Israʾ al-Jabiri - Iraq
Ahmed al-Hasan Response:
In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, Lord of the worlds, and may Allah send prayers upon Muhammad and the family of Muhammad, the Imams and the Mahdis, and grant them peace. The fishers have the right to fish, and it is not permissible to prevent them. One who was harmed because this river was dug has the right to seek compensation for the harm that befell him from those who caused him harm-the government in this example. Whether he is compensated or not, he has no right to harm others and prevent them from fishing in the river. The injustice of an unjust government toward him does not justify his harming the general public.
