Defensive Fighting Against ISIS and Terrorist Attacks

Regarding supporters of Imam al-Mahdi in Tal Afar, Balad and other areas attacked by terrorists and ISIS: may the believers join tribes or security forces defending areas under terrorist attack for purposes of self-defense, especially when such areas are besieged and no army is present to defend them? We have heard that the groups in Tal Afar and Balad are besieged, and the office in Najaf has received several questions about this.

Joining an Evacuation Operation for Besieged Shia Villages

We are a small number of supporters from several areas living in the Sayyida Zaynab area. In recent days takfiri forces took Busra al-Sham in Daraa, a Shia area that had resisted repeated attacks for a long time. It finally fell after people were killed or captured, while others managed to evacuate women and children and flee to Sayyida Zaynab in Damascus after some traveled very long distances. A few days later takfiri forces took Idlib in northern Syria, about 400 km from Damascus, and two Shia villages were completely besieged with all supply lines cut. Terrible atrocities are expected if the villages fall, and there is no escape route as there was from Busra al-Sham. Armed Shia factions in Sayyida Zaynab that are fighting alongside the government therefore decided to go to Idlib to open a route for evacuating women, children and elderly people from the besieged villages. What is our duty in these circumstances? May someone who wants to participate in this operation join them, especially since many of us come from those villages?

I am one of the believers in your true Call and work in a security inspection body. At times, offenders are held accountable and referred to the courts for taking people's money through bribes or dealings of that kind. Is it permissible to refer them, knowing that from the standpoint of the Sharia they are corrupt—for example, they take part of employees' monthly salaries or demand money in return for granting leave or fulfilling a particular request?
