May I arrange, through an unofficial route, certain transactions through which salaries such as social-welfare payments are issued to needy people?

The question is not clear as to what is meant by an unofficial route. In general, if what is meant is interceding for needy people so that salaries are paid to meet their needs, there is no problem with that.
