Question 78
Some people prevent fishermen from fishing in certain places, claiming the land belonged to them before the government took it and dug a large public river through it. Do they have the right to prevent fishing, and do fishermen have the right to fish there?
Ahmed al-Hasan Response:
Fishermen have the right to fish and may not be prevented. A person harmed by the construction of the river has the right to seek compensation for the harm from those who caused it, namely the government in this example. Whether or not he is compensated, he has no right to harm others by preventing them from fishing in the river. Being wronged by an unjust government does not justify harming the general public.
