Question 119
May a person obtain a loan for a specified project, such as constructing ponds, while actually using the money for other purposes and, when inspectors come, showing them ponds that belong to someone else in order to obtain the loan, whether the lender is governmental or private?

According to the wording of the question, it is not permissible because it is fraud and deception.
