Question 20

There is a question concerning a country in which some believing brothers live, and it has two parts. First: some believers pray, and I pray with them, and they begin fasting, and I begin with them, one and a half hours before sunrise because true dawn disappears in Scandinavian countries during part of the summer. But some of them continue applying this rule in winter as well, so they do not pray or begin fasting until one and a half hours before sunrise, even though dawn is very clear here in winter unlike in summer. Is what they do correct? Second: when I observe the horizon in Sweden I find major differences between summer and winter, and the degree of difference varies from one city to another according to location. During winter, may we rely for determining dawn on information from amateur astronomers or Islamic centers, such as the Imam Ali Center, or must we observe the horizon ourselves?

As for your first question concerning how to determine your situation, refer to what I explained to you previously; it is clear. As for the time of dawn, I previously explained how it is known, and I reproduce the answer for you: [Regarding the time of dawn, if it is possible to observe it and identify it by the sign I explained in Al-Shara'i, then that is used. Otherwise it is when the sun is 19 degrees below the horizon. If even this cannot be determined, then it is one and a half hours—90 minutes—before sunrise.] Jurisprudential Answers — Prayer.
