Question 164

Some people place barbed wire around a garden, farm, or other property and electrify it at night. Animals belonging to local people may die from it, and sometimes people may also be killed. Does the owner bear Sharia responsibility and have to compensate the owners of the animals or the family of a person who dies?

He bears responsibility because this practice violates safety procedures and exposes the lives of people and animals to danger.
