Question 45

Is it permissible to go for Hajj a second time as a recommended act or on behalf of someone else if doing so affects another person because one would occupy part of the quota allowed for one’s country?

Ahmed al-Hasan Response:

He may not go if his going causes harm to believers, such as competing with them for their obligatory Hajj. However, if he does go, his Hajj is valid.
