Question 14

Am I permitted to use and collect khums for calling people to your Call and to the teachings of the Ahl al-Bayt here in Malaysia? If it is permitted, what percentage may I use for the Call, what percentage should I return to you, and what percentage may I use to help the Ansar?

Ahmed al-Hasan Response:

It is permissible to spend khums on calling people to the true religion of God and on helping the believers—may God preserve them. As for receiving khums and other religious dues and spending them, you may organize a treasury for the Ansar specifically for Malaysia, with you responsible for it or one of your believing brothers whom you consider suitable for this responsibility. There is no fixed percentage for expenditure from khums and religious dues; rather, you may spend everything that enters your treasury. You may also communicate with the general treasury of the Ansar and send them whatever is surplus to your needs, if there is a surplus, so that they may deliver it to those who need it in the other countries of the world. May God grant you success and make your steps firm.
