Question 20
I built a house on state land that is not owned by any individual. It does not interfere with a market, school, or road, and I obtained the neighbors' consent before building. What is the ruling on this house?
Ahmed al-Hasan Response:
The land either belongs to Imam al-Mahdi (a) or to the believers in the truth, and the Imam has the right of disposal over it. The tyrannical state has no legitimate right to dispose of it. Every believer in the truth has the right to reside and build a house for himself if he does not own a house in which to live. No consideration is given to the tyrannical state or to the foolish people who support it and imagine that land granted to them by Saddam or tyrants like him is legitimate while land that the Imam authorizes his supporters to use is illegitimate.
