Question 21

I owe the state money amounting to twenty thousand dinars from when I worked as an army accountant from 1991 to 1997. I also received three hundred thousand dinars in bribes for processing transactions, most of which I took out of necessity because of my difficult financial situation; the officer responsible for discharge took the larger share and I took a portion. How can I clear my liability when I do not know any of these people in order to return the money or obtain their consent?

Ahmed al-Hasan Response:

The state of the tyrant does not own property, and the property in Muslim lands belongs to the Imam (a) and the Muslims. Therefore, money you took from the tyrannical state while you needed it because of poverty belongs to you, since you are one of the Muslims. As for what you took from individuals, that is private property. Give it in charity to the poor if you cannot reach those people and obtain a release from liability from them. If you are unable to give the entire amount in charity, give whatever amount you are able to.
