Question 27
On behalf of a small group of the Ansar, we ask about a statement conveyed to us by some brothers that charity is obligatory upon everyone without exception. Among us are people who do not have their daily sustenance and are themselves recipients of charity. What is the ruling on charity for people such as these?
Ahmed al-Hasan Response:
May God grant you success in every good. What is obligatory is khums and zakat; charity is recommended. A person who is in financial need and does not have his daily sustenance has a right in Bayt al-Mal. I ask those responsible for Bayt al-Mal to deliver the poor their rights, and God willing they are qualified to do so.
