Is the time for making the intention to fast at night, or at dawn?

The text in The Laws of Islam is clear: the time for the intention extends from the night until noon. Ramadan is distinguished by allowing the intention to be made before the month begins. The text is: ‘For Ramadan and other fasts, it is sufficient to intend the fast as an act of nearness to Allah. If a person forgets the intention at night, he may renew it during the day between then and noon. Once the sun passes noon, the time for the intention has passed, whether the fast is obligatory or recommended. Ramadan is distinguished by allowing the intention to be made in advance. If a person forgets at the beginning of Ramadan and fasts, the earlier intention is sufficient. A single intention is also sufficient for fasting the entire month.’
