Question 49
A person owes an expiation for a Ramadan fast. If he wants to feed sixty needy people, must he do this himself, or may he give the cost of the food to the person responsible for the Bayt al-Mal so that it feeds the needy? May the money instead be used more generally, for example as part of payments made to people entitled to stipends?
Ahmed al-Hasan Response:
The money must be used to feed sixty needy people. It may be given to the Bayt al-Mal or placed wherever the feeding of sixty needy people will in fact be achieved. For example, if sixty or more needy people are among those to whom the Bayt al-Mal pays stipends, the Bayt al-Mal may place this money into those stipends with the intention of feeding sixty needy people; in the end it will reach the feeding of sixty needy people.
