Here in Iraq there are foreign banks that operate with interest and lend people money for an interest charge, perhaps a small one. What is the religious ruling on them? May a person in urgent need borrow from them?
Ahmed al-Hasan Response:
There is no riba between a Muslim and a non-Muslim. If those banks belong to non-Muslims or nasibis, it is permissible to borrow from them even with interest.
