Question 90
Regarding Western, European banks: may money be deposited in them and the resulting interest taken? May one borrow from them when the loan carries interest? And what if a borrower does not repay the loan—either because he is unable or while he is able?
Ahmed al-Hasan Response:
There is no riba with these banks because their owners are not Muslims or believers. It is permissible to take interest from them and permissible to borrow from them with interest. One is not required to adhere to paying the interest to them. The principal loan must be repaid to them so long as they are not combatants or nasibis. If a person is unable to repay, repayment is not obligatory until he becomes able to do so.
